The Regulation, 40 CFR Part 112, was written and adopted in 1973 and requires facilities to prepare and implement a Spill Prevention Control and Countermeasure Plan (SPCC) to prevent discharge of oil into navigable waters or adjoining shorelines of the United States. 

The 每日大赛 is required to implement a SPCC Plan under the following conditions: 

  • Has total underground storage capacity greater than 42,000 gallons, or
  • An aggregate storage capacity greater than 1,320 gallons, and
  • Reasonable expectation that a discharge could reach navigable waterways. 

Since the University is considered one whole facility and not individually per building, the University is required to implement a SPCC Plan because we exceed the capacity of oil storage throughout the entire University and the campus is located adjacent to the Rouge River. 

The main elements in the SPCC plan are the following: 

  • A Written Plan which must include:
    • Facility spill history
    • Facility drainage
    • Secondary containment
    • Site security
    • Oil storage inspection records
    • Training and spill briefing records, and
    • Plan must be certified by a Professional Engineer every five years
  • Oil Storage Management/Control
    • Lighting
    • Security
    • Secondary Containment
    • Catchment during loading/unloading of fuel
  • Personnel Involvement
  • Monthly inspections
  • Spill prevention and spill control
  • Recordkeeping 

The definition of 鈥渙il鈥 according to 40 CFR Part 112 is oil of any kind or in any form, including but not limited to petroleum, fuel oil, sludge, oil refuse, kitchen and animal grease and oil mixed with wastes. 

The different types of storage containers that are included in the Plan are the following: 

  • Aboveground storage tanks (AST)
  • Underground storage tanks (UST)
  • Bulk storage (drums)
  • Oil interceptors
  • Emergency generators and
  • Transformers 

Also as part of the SPCC plan, inspections are required for each container that is 55 gallons or greater. 

The inspection requirements are: 

  • UST, ASTs, Emergency Generators and 55-gallon drums 鈥 Inspected monthly
  • Oil Interceptors and Elevator Hydraulic Reservoirs 鈥 Inspected every 3 months
  • Transformers 鈥 Inspected every 4 months
  • Inspection records must be maintained on site in the written SPCC plan for three years and be available if requested by state or federal inspectors (EPA/ MDEQ). An Environmental Health and Safety (EHS) representative will perform follow up visits annually to review the inspection checklists. 

The inspection checklists and SPCC plans will be provided by EHS. 

In case of a spill, do the following to prevent the discharge from reaching navigable waters: 

  • If available, place some oil dry on the spill or anything to contain it as much as possible and call EHS at (313) 593-0921 for proper disposal.
  • If the spilled oil enters a storm drain (even incidental) must contact EHS at (313) 593-0921 or (313) 593-5333 for the UM-Dearborn Department of Public Safety. 

All personnel must be trained and be familiar with the operations of the equipment on site according to 40 CFR Part 112.7 (f). The owners or operators are responsible for properly instructing personnel in the operation and maintenance of the equipment to prevent the discharge of oil and the applicable pollution control laws, rules and regulations, which are briefly stated in this document. Once the owner or operator has their personnel read over the fact sheet and answer any questions, have the employee sign off stating that they understand the rules and the utilization of the SPCC plan. Initial training will be conducted by an EHS representative. Additional training will be conducted by an EHS representative on an annual basis to update employees on changes in the regulations, laws, or in-house procedures.
